Talk to Security Guard at Eclage field (/navi ecl_fild01 100/323) and select "Fill out the forms." fill in the text boxes that appear. He will direct the player to Immigration Officer.
Speak to Immigration Officer again and a party of adventurers will disrupt the conversation. The officer will tell the player to speak to the guard again.
Return to the Security Guard (/navi ecl_fild01 111/320) and he grant the player access to Eclage.
